I get something quite similar:

The Microsoft Volume Licensing Service Center is undergoing maintenance as part
of a series of enhancements to improve the licensing management experience for
partners and customers.

We apologize for any inconvenience and our goal is for the site to be available
on Wednesday, December 16, 2009. Please check back on the website sign-in page
for regular updates

Now the site says ……

Media fulfillment isn’t available while the site is undergoing maintenance,
however, we are offering to ship media at no cost to our customers as necessary.

If you prefer not to wait for VLSC availability, please contact your local
Volume Licensing Call Center by telephone or email to receive information about
receiving physical media. .

Dear Microsoft Volume Licensing Customer,

On December 6, 2009, we will update the Microsoft Volume Licensing Service
Center (VLSC) (https://www.microsoft.com/licensing/servicecenter/home.aspx) to
make it easier for you to manage your Volume Licensing products, agreement
benefits and subscriptions on a central and convenient online site.

The improvements to the VLSC will provide a single, integrated portal for
managing all Volume Licensing ID's, including but not limited to Enterprise
Agreement, Select License, Open and Open Value.

The changes you will see after December 6 include:

* eOpen and MVLS licensing management sites will be retired, with
automatic re-directs in place to VLSC.
* All user accounts and registered Licensing IDs will be migrated
seamlessly.
* The updated VLSC will feature a simplified registration process.
* For Open customers, a new user interface will consolidate the Terms &
Conditions into a two-click process.
* Improved management capabilities designed to provide an Administrator
with greater control.

What does this mean for you, the Microsoft Volume Licensing customer? Your
license experience is enriched with information aggregated and easier to
manage. Product downloads and product keys are accessible, administrators are
empowered with more flexibility and uptime is improved.

In addition, the updated VLSC site will be available to you in 24 languages:
Bulgarian, Chinese Simplified, Chinese Traditional, Czech, Danish, Dutch,
English, Finnish, French, French (Canada), German, Hungarian, Italian,
Japanese, Korean, Norwegian, Polish, Portuguese, Brazilian Portuguese, Russian,
Slovak, Spanish, Spanish (Latin America), and Swedish.

We invite you to visit Volume Licensing Service Center (VLSC)
<https://www.microsoft.com/licensing/servicecenter/home.aspx> after December 6
to learn more and get started!

Down for maintenance is what I get... I recall seeing something last week
saying they were going to be making some changes, but I don't recall what that
was...
