You don't indicate a projected monthly duty cycle. I think in that price range you're going to find you're under-buying based on the actual use. If they are digitizing documents, and then performing work on those documents the cost of downtime is going to be a huge big deal. I'm going to echo the sentiment of someone who said check with their copier rep. Those scanners tend to be very good, and can handle a high duty cycle...
