I don't see any GPO settings in Group Policy Management that do that. Is it
one of those that's off by default? If so, do you remember where it is?

Clipboard can also be disabled via Group Policy.

the Connection properties of Terminal Services Configuration, and drive
mapping and clipboard mapping are enabled (i.e., not disabled). The settings
on the RDP connection are also enabled. Is there some permission or setting
somewhere else that I'm missing?
