  What if you try changing them to something else?  For example,
create C:\TEMP, make it world-writable, and set TEMP and TMP there.
Just to rule out  weirdness there, just in case.

  I did look at the MSKB article.  Sometimes a given symptom can have
different possible causes.  Given what you've since posted under that
concurrent thread, it does seem like the MSIE cache is more likely,
but the above is easy enough to try.  I've seen weirder things.  :)
