I downloaded it from Dell's website, and it will extend a W2k3 or W2k boot 
volume live.
The OP mentioned that he's heard it was "unsafe", but that has not been our 
experience.

Or, as others have pointed out, use the Dell "extpart.exe" utility.  It has 
never caused an issue for us the several years we've used it.

Starting with W2K8, diskpart can expand boot partitions too.  But in, w2k3, if 
you're expanding the boot partition, you need to attach that drive to different 
server as a non-boot drive.

boot drives and OS is Windows 2003.
What is the "best" method? Dell used to have a utility but it's pulled and 
apparently not "safe"?
