Is your issue here the users don't actually have the rights to log on? Sorry 
but I am struggling to understand the root problem, although I am on a train 
that is four times overloaded on the hottest day of the year so far

Hence we are scratching our heads to find alternate options to overcome
that....

By creating Universal groups and adding them to local domain users ? I guess
no one has suggested that so that is not a good idea clearly... :(
