Depends on which way you'd like to go. If you want to use a pulldown solution, you'd use the normal 3:2 pulldown to go to 24fps and use these frames frame by frame as a 25fps sequence. That's the only way with a pulldown version, I think. But this would only make sense if you already have interlaced material and/or need interlace as the output.
With progressive in/out and/or if you have to keep the run length constant (the pulldown solution would lead to a 4% faster and therefore shorter version), a normal retiming would be the better solution I think. So using Oflow (or Kronos in NukeX) would be the way to go. Set the Speed to 25/29.97 and choose the 'method' you'd like. If you also want to do VFX work on these shots, think about doing this work first and retime the final shots. Doing VFX work on retimed material is not clever thing to do.
