I would consider a collection of NEPs for the following year to be such a thing. When implementing a bigger plan, it does help to have one person who owns the entire vision at the helm, pushing it forward. I completely agree; and I think bikeshedding (everyone gets to argue their point of view, regardless of the stakes) can be the antithesis to productive focus.
