Yes, I would like for you to uninstall NuPIC and install again, just so I can check the console output.
Run "pip uninstall nupic" a few times (until there is nothing left to uninstall). Then install again with "python setup.py install [--user]". Save the console output for me and paste into pastebin or attach to your next email as a text file.
