If that command is called, the UPS powers off in a couple of minutes
(and returns a minute after that). If it is called before the UPS
shuts down, it resets the timer back to zero.

If you put some script calling this command at 1 minute intervals (or
you make the "watchdog" daemon do it for you), then the UPS will power
off the box if it crashes, and then power it back on.

It's a poor man's watchdog, but it works. The box will never be down
for more than a minute or two.
