John, if you'd like I can do some initial research on how this might fit in
to the plugin architecture.
More I think about it, I think there are 2 sets of rules here
1. URL Based
a. URLs to block
b. URLs to transform
2. Content Based
This checks for Link farms, Spammy content, etc. etc.
Each one should have a plugin invoked from a difference location.

You should take a look at drools -- it has an interesting "semantic module"
approach for mapping objects to values in the inference engine.

It's a mature beta (#21 over the last few years) and open source.
