A really quick answer (and I welcome clarification/improvements) is  
that cloud computing is using only the (virtualised) processing  
resources you need at any given time. So for example with Amazon EC2  
you can use a single server in your slack periods and multiple servers  
in your busy periods. The extra servers come from the 'could'.
