having worked for an internet billing company, i've seen the company's isp & telco customers moving towards tiered pricing via usage (time, downloads, speed of connection, etc). Marketing people wants tiered pricing and now it's up to the back-end provisioning system to implement them. It's just a matter of time it finds its way to a majority of the wireless (mobile and wifi) providers.
BTW download criteria not necessarily limited to "file downloads" - web page downloads, streaming audio/video counts too. Most probably companies will have some sort of "grace period" or overage allowance and notify the user before service gets "cut off".
