Hi, I saw the bird around 12:05 pm just as described below, just east of the footbridge.
About ten minutes earlier I arrived and met three other birders there. They had been there for some time, and had not seen the bird. We split up, and they walked east toward the parking area. About five minutes after that, the bird landed in the small flock. I took some photos and will upload them later. The bird flew off about ten minutes later. Interestingly, it and a few Ring-billeds flew to the neighborhood just north of the footbridge - i.e. the other side of the footbridge, where one can easily park. It looked like they were landing in the playground over there. By the time I got there, there was nothing present but a dog walker.
