Thanks guys I suspected Excel might be able to handle it. So I assume
Libreoffice Calc should be capable as well.

Otherwise there are hosted database systems out there where you

terribly difficult either.

What they want the software to do. (and not do)
They want the software to add up the points (per fish) for
each fish in each species caught and provide sub-total and
grand total.
(They don't want it to add 3 fish together and allocate points
as if it were one big fish)
I'm imagining something with dropdown lists of species and
weight-brackets.
Like a spreadsheet with all the competitors names down one
column, species and weight dropdowns in the following columns etc.
Could this even be done with excel perhaps?
Is there a cms or something out there that would come close?
