Why do you want to learn PHP? If it is to build some web sites/applications 
for yourself or friends, then there are various self teach sites/books etc 
as mentioned. It is easy to learn and use and there are good development 
tools around for free. Also the online support for it with free code and 
worked examples is excellent. However if you have not had any formal 
programing training, you need to be aware of security issues when 
programing web applications. There are good tutorials about that around as 
well.

If on the other hand, you are looking at web programming as a career, you 
need to be aware that because PHP is easy to learn and the tools are free, 
that there are lots of PHP developers about and as a result they are not 
paid as much as those who can program Rich Internet Applications in Visual 
Studio dot net. I personally believe there is a slight oversupply of PHP 
developers, however some dispute that. I know a friend of mine with a web 
application business finds PHP developers much easier to get than dot net 
developers. Also, to go for web development commercially these days 
involves learning Javascript to a deep level.
