Accelerated direct upload and download URLs currently include the signing region in the hostname, for example `bucket.s3-accelerate.us-east-1.amazonaws.com`, which S3 Transfer Acceleration does not support. Use the supported global acceleration endpoint while keeping the region in the signature. Ordinary regional endpoints, explicit custom endpoints, and configuration defaults retain their existing behavior. Regression tests reproduce the malformed endpoint and GET/PUT hosts before the fix. They also verify the upload signing region and preserve non-accelerated and custom-endpoint behavior. This affects the optional acceleration configuration, which is disabled by default. Validation: - `mvn -B -pl oak-blob-cloud -Pcoverage -Dskip.coverage=false verify`: 265 tests, zero failures/errors, 39 skips; coverage, OSGi baseline, and license checks pass. Both branches of the changed production expression are covered. - Repository-wide build passes with tests skipped for unchanged modules; the changed module's complete test suite runs separately as above.
