the _oak-security-spi_ module comes with an implementation of
{{LoginModuleMonitor}}. with changes made in OAK-9246 a concrete implementation
no longer needs to exist in _oak-security-spi_ and a replacement should be
added to _oak-core_ where the concrete instances are being created by
{{AuthenticationConfigurationImpl}}.
note: due to semantic versioning it is not possible to drop the current
implementation. but i would get rid of all usages in oak.
