instead of creating an instance of {{UserManagerImpl}}, the {{UserImporter}}
should obtain it from the {{UserConfiguration}} in order to make sure
monitoring is properly attached to the user manager. If the configuration
returns an autosaved mgr instance it should be unwrapped to make sure changes
applied during xml-import are transient.
