Yes, IANA can't act upon this until JWT is an RFC.  If you point us to your 
draft defining new claims, however, I'd be glad review your proposed claims 
usage, if you're interested in that.

I guess any IANA registry submissions for new JWT claims is premature until an 
RFC is out for JWT?  Or are people writing drafts for their own personal claims?
