This topic is about the Improvement District, which is about combatting crime, which is therefore on-topic for this forum - I think? There's unlimited space for different threads in this newsgroup - why doesn't everyone just read what concerns them, & ignore threads that don't?
Also, am I right in assuming this group is far more active than the other one?
