He inevatibly has psychological problems about which the ONW tends to be lenient. If we let one flasher off after the SAPS have caught him red-handed (.....because he is Christian and psychologically disturbed), surely the same should apply to this chap ?
Personally, I know that folk who masterbate for passers-by are "potentially" dangerous so I would not be as prone to lenience myself.
