OK, but can you fix this temporarily? something along "chmod 775
/home/frs/project/o/oc/octave/Octave\ Forge\ Packages/Individual\
Package\ Releases/"*
An ugly workaround may be to set a crontab entry with chmod, if
sourceforge allows it.
