I totally agree that this is a tricky situation, but removing it would leave
some users stranded.
I'm not 100% clear what the process of installation of a package is like,
but couldn't the installation of function prctile be made dependent upon its
absence in the Octave base? Like, can a package contain a script that is
executed on install, which checks for the prior existence of each function
in the statistics package?
