The EC export control rules are remarkably similar to the US ones. Check the document EC394/2006 http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2006:074:0001:0001:EN:PDF and then compare it to the text in http://www.access.gpo.gov/bis/ear/ear_data.html They are draw from the raw text in the Wassenaar treaty for the bits about cryptography, http://www.wassenaar.org/controllists/index.html and if you look at http://www.wassenaar.org/ I think you'll find every European country has signed this treaty... Sorry, this one you can't blame on the US and it also wouldn't help to migrate octave-forge somewhere else as we'd still be subject to the wassenaar treaty.
