I'm basing my conclusion solely on the fact that prior to Jan 2010
people in those countries apparently could access projects hosted by
sourceforge. In Jan 2010 for some reason sourceforge instituted a
blanket block against these countries and this caused some internet
fury. More recently, sourceforge added a checkbox that can be used to
restore access to the people that were blocked in January. I don't
know what is needed but Soren's messages indicate that if the project
maintainers affirm that the software does not contain encryption the
block will be lifted.
