Possibly not everything on the subject:

- I'd welcome it if Octave Forge (probably renamed to Octave Packages)
would be hosted by Savannah instead of SourceForge, mainly because
of much advertisement at the latter, but it is not that important to
  me.

- Up to now, I didn't see the need for a bug tracker in OF. But maybe
it could be useful for some things. (In a recent post an existing
bug tracker of Octave Forge is mentioned --- I was not aware of it,
maybe it is not intended for use?). Though an "Octave Forge"
category in Octaves bug tracker could avoid erroneous submissions,
it seems not feasible, due to different developer rights, as JWE
  pointed out.

- IMHO Octave Forge should have its own mailing list, at least for use
in development. It makes scanning for posts of interest simpler. But
its probably inevitable to tolerate and answer OF-related posts to
  Octave-Help.

- I doubt that its possible at the moment to somehow merge Octave
Forge and Octave. These should remain separate projects for now, I
think. This can't be compared with Matlab and its packages.
