I think there is some misunderstanding here. If it were only about having permission to modify the bug tracker, I would have no problem with granting that to Octave Forge developers. The problem is that we can't do just that. By making someone a member of the Octave project on savannah so that they can work with the bug tracker, we are giving them full commit access to the Octave source archive.
