I checked the output of your suggested statement on my octave installation and
it returns:
ans =
C:\Octave\3.2.4_gcc-4.4.0\libexec\octave\packages\java-1.2.7\i686-pc-mingw32-api-v37
In the directory are 3 files: Pkg_add, Pkg_del and __java__.oct (262910 bytes,
created on March 25, 2010)

Just to be sure, could you also check the output of this in octave:
java_invoke ('java.lang.System', 'getProperty', 'octave.java.path')
The returned directory should contain __java__.oct.
