They could also just be collecting CV's. I know of a few companies that always advertise for jobs even when they don't actually have an opening. If the right person came along they would consider creating a position and employing them. I spose it would also make things quicker when they did actually want to employ someone.
On the flipside, it's pretty annoying when you are looking for work and you apply to companies that aren't actually actively looking for someone.
