Given that the connection was working well for so long and then suddenly turned pear-shaped, it is reasonable for them to suggest that something has happened to their network (which has tipped my connection over the edge of "marginal") and its not reversable?

FWIW, I recently had similar trouble with a new install using a Dlink DSL504 ADSL router, and the relatively clueful person from Xtra-helpdesk (yes, clueful, I kid you not) informed me there'd been some trouble with that model, particularly with the new ASLAM's going into exchanges (vs the old DSLAM's) so it's just possible that the problems started because they switched to an ASLAM.
...the fix in my case was to upgrade the firmware on the router, but apprently I had the encapsulation wrong as well, and switched from LLC to PC-MUX or something like that.

and it says upgrading the firmware prob wasn't necessarily a great idea, and there is a better way. Oh well. No idea if your modem has a similar problem or not.
