I've heard rumours that Southland has got regional dev money for wireless
broadband; and in wake of this Telecom scrambled to make deal for
rural copper broadband in Otago. Telecom have a lot to lose if another 
company establishes good wireless network. Doubt Walker Wireless are 
worried about revenue loss from Voice over IP.

All 4th-hand knowledge of course but probably verifiable.
