I think Intraweb can support these kinds of devices now - haven't done it myself, but have used it for PC apps ok.

I've developed a small application to complement our major windows 
product for the PocketPC.  Wrote it in Visual Studio Pro.  Did not find
it too difficult to learn (.net is rather cool I must say).  I just
used 
.net's xml support on DataSets (similar to ClientDataSets I suppose).

My Methodology was to buy 2 .net compact framework books and a c# book 
and go from there.

I guess it all depends on how much you want to spend on your solution.
