Is there an automatic assumption of partisanship from all comments that don't endorse your statements? My motive for making the comment was to genuinely question whether there is any constitutionally mandated mechanism for the sort of ballot proposition you're suggesting. I don't think there is, and you have an opportunity to create one if you wish. I may be wrong and I'd welcome being corrected. S.
