Our assumption is that anyone who is at least a "Contributer" can become a "Member" simply by asking. The 2 year timeout is there to help keep the voting membership a reflection of current contributers who desire to have a voice in the meta-community's governance - if you are no longer active in 2 years, your name falls off the Membership rolls, but it stays on the Contributer rolls. In the best of all worlds, the webapp that AlanB &co are working on would simply have a checkbox for "I want to be a Voting member" on each user's profile page that becomes active based on whether or not the user is a Contributer, if it is outside the quiet period surrounding elections, ... In other words, applying for Membership should be extremely simple, if not simpler :-) -John
