For the same reason that people sign contracts -- so they don't spend
the rest of their relationship arguing over the terms.

There are some problems that you cannot solve.  Sorry.
It is our fault, and we knew quite well that it wasn't perfect,
but we also couldn't see how the list was going to be constructed
any other way (though I did not know that the people on the list
had not verified that they wished to be on it).  We simply decided
that the alternative was worse.  You can decide the same, or not.

There are plenty of other problems to be solved.  After the
initial list is admitted, you may ask each person to confirm
their membership or resign.  That is after the bootstrap is done.
