She`s the admin for that list. When I set up that list, I just left all the defaults in place for the admin (the project lead) to manage when he/she takes it over. Those two are the only special cases I am aware of (and they are well-known to the community). I am not aware of any other cosed lists, but there are probably a few moderated lists now.
