I think in that case the OGB wanted the list used only for elections.

Check with Michelle. She`s the admin for that list. When I set up that 
list, I just left all the defaults in place for the admin (the project 
lead) to manage when he/she takes it over. That`s what I do for all lists.

ogb-private should be the only officially closed list. And 
opensolaris-announce is moderated for one way traffic. Those two are the 
only special cases I am aware of (and they are well-known to the 
community). I am not aware of any other cosed lists, but there are 
probably a few moderated lists now. I regularly reject requests for 
closed lists, but once a list is opened the list admin can hide it from 
the list of lists, moderate it, etc.
