Website infrastructure (lists, projects, communities) is set up via communication with project-setup (which I currently staff) as per this policy: http://www.opensolaris.org/os/community/ogb/policies/project-instantiation.txt So, if a list is not being managed and you are in that project/community and want to manage it, ping project-setup and I`ll work to make it happen.
