Apart from cleanup into the appropriate form, I've made one change: Contributor grants have been struck from the policy. As they never expire, renewal isn't necessary. There is one minor problem that we need to think through. Consider LDOMs, for which the 4 CCs expire soon (I've contacted Octave, by the way). To get the voting right, all 4 need to vote for each other (if you can't vote for yourself, you need the other 3 to give the required number of +1 votes to get through). This could get you into trouble if one of the CCs drops out for any reason. Worse, if you only have 3 CCs in a group then it's possible to run a group, but not to renew the grants. Therefore I suggest that the current version of the policy is unworkable and we need a way out.
