Assuming it's just for OpenSolaris itself, an obvious-sounding answer
would be to have a single text file in ON that serves as the authority
for at least the device IDs.  Projects wishing to allocate a number
will need to merge changes into that file.

Another (not incompatible) possibility is to set up some space on the
web site and use the ARC to run a registry.  That's slightly more work
but would probably be more flexible.
