I think it should be pretty obvious that the constitution was designed to create self-governing groups that would maintain their projects using a collaborative decision process.
The project proposal is obviously missing both the self-governing group and the collaborative decision process. So, fix the proposal. Start a distro community -- we already knew we needed that prior to the last election, as evidenced by the lack of core contribution status for the distro maintainers. Then, propose Indiana (or foo) as a project within that community, using the decision making guidelines of that community. ....Roy
