I'm mildly curious if all the core contributors need to necessarily have core conributor status right off the bat - but that's not really an objection. I don't know that we (the OGB) have set guidelines for initially populating the core contributors and what "size" we recommend (can't find Glynn's CG doc at the moment), so that could be our fault.
