Are we having a disconnect about the meaning of "Community"?

Are you referring to the OpenSolaris Organization (which is made
up of the OGB and the various Communities) or a specific Community
within the organization?

If the former, where do you derive the right or obligation of the
organization's membership (as a whole) to "decide" anything (other
than OGB membership and constitutional issues) outside of the
Community Group structure?  Only the CGs have the authority to
manage and accomplish activities:

        4.1. Powers. ...  These [OpenSolaris Organization]
        Members are responsible for
          o ratifying this Constitution,
          o electing an OGB to oversee the day-to-day operations
            of the OpenSolaris Community, and
          o providing guidance to the OGB. [bullets added]

        7.1 ... the OpenSolaris Community is held to be
        composed of Community Groups that are initiated by
        the OGB for the purpose of focused management and
        accomplishment of a given set of activities.

Not even the OGB has the power to make decisions for a community
group:

        8.6. Appeal. Once a [Community Group] decision is made,
        ... There is no mechanism for escalation of decisions
        legitimately made according to these Community Group
        voting procedures. If [procedures] were not followed
        [then] the OGB may act to terminate the Community Group,
        partition the Community Group into multiple Community
        Groups, or provide advice to the Community Group;
