I was going for the easy part first, since PSARC is most of the way to
being ready to do this now.
A proposal to open C-Teams is somewhat dependent on defining what the
OpenSolaris Consolidations are. (That I referenced those in this
policy without defining them is an intentional oversight, since that's
a harder nut to crack, and assumed everyone would understand the
meaning for now.)
