See poll.opensolaris.org for a list of everyone with contributer
and core contrib grants.

Endorsement seems to be an overloaded term:
   A) On the website, it somehow connects Communitys to Projects, and
   B) In the 2007/001 Policy, it means a formal message "from the community"
      stating that a new project proposal has been examined, discussed and
      approved by the Community.

Since only people can send email, I'm not sure how one can cause "the
community" to generate a message.  In addition, I'm certain that the
intent is to connect "A" into this process, even if it isn't connected
well today.

At this point, I'd assert that community endorsement of a new project
proposal can be accomplished by using the proposed Lazy Consensus
(three or more +1's and no -1's)".  A "-1" vote serves to derail a
proposal, either to  kill it or to cause it to follow some other
approval mechanism.

That is, send an email proposing a new project to the sponsoring
community group(s), asking that the contributers respond via the
above "voting method", and when you get the required consensus in
the Community, simply send email to the OGB alias designated for
handling approved project creation requests stating the following:

        The proposal name
        The Community groups that endorsed the proposed project
        with details of which core contribs in each voted "+1"
        The overview description of the new Project.
