Well, that's one good problem down.  It seems to me like we need a
better way to do this, but any answer at all is better than none.  (I
knew that I'd seen it before, but it doesn't seem to be linked from
anywhere I could find.  Oh, my kingdom for a web admin!)

(Also, I can't be the only one confused by the profusion of terms, can
I?  Does everyone else have "contributor," "observer," "affiliate,"
"leader," and "member" on crib sheets?)

My understanding of that part of the process is that it's strictly up
to the communities to decide who among them gets this authority.
However, it remains unclear to me whether communities themselves
really understand that they have this capability (and responsibility
to name someone to this role), or that the OGB "acting as project
herald" can actually determine which inbound requests are valid and
which are not.

There seems to be a lack of solid data here.

Who sends that "simple" email?  The current process appears to claim
that the community (or some representative of it) must do this, and
not the project submitter.

I'm apparently a core contributor for networking.  Can I thus just
give myself a +1 and send a project proposal straight to Eric for
publishing -- skipping the whole process?  I'd suppose not, but since
it seems like we have only the top level of control in place, it's
unclear where we are.
