FWIW, in the desktop community group we've been discussed ways of approaching this, and have a draft set of guidelines available - http://mail.opensolaris.org/pipermail/desktop-discuss/2007-November/011451.html It's still very much in discussion but we're likely to trial it for a while and see how it goes.
