Glad you asked.

We elected you to be a leader.  We expect you to lead.

As an OGB member, I expect(ed?) you to actively reorganize the
legacy website/communities/projects to conform to the newly
ratified constitution.

This includes terminating those that are moribund or who refuse
(or are unable) to operate as required, constructing new pieces
as needed (consolidations spring to mind), reparenting and
restructuring the remaining pieces, and initiating the new
behavior patterns required by the new constitution.

In this particular situation, you, Keith, should have involved
yourself (as a community member, subject mater expert, and OGB
member) in those dysfunctional CGs and helped them to understand,
buy into and model the desired behavior.  Heck, even doing this
once, and using that community as a role model, would have been
more than sufficient to get the ball rolling elsewhere.

doing any leading.)
