Beginning at 10th level?  I will assume you have a good reason for doing
that rather than just starting them off at 1st level with the equivalent of
10 levels of accumulated skills/stuff/powers.  The latter would be much
easier to do under d20.

You can publish a new experience table, you can even call it an experience
table, but you can't describe what it is for or how it fits into the game.
You might be able to say it replaces Table 3-2 in the 3e PHB.  You cannot
say it is used for level advancement, or what happens when a character
accumulates enough experience to gain a new level.
