Now THAT is an interesting observation.  I was assuming that 'any work' was
referring to a document, but I can see how it might not.

I agree.  In 7 it uses the term 'work' to refer to an entire publication,
rather than to just OGC, and I was using that as a basis for the definition
of a 'work'.  That may or may not be accurate.
